Quality Criteria for Online Course

Rules and goals

The Association of Academic E-learning in Poland (AAE) publishes the Quality Criteria for Online Course and invites e-learning society to use them. The criteria have been developed by AAE members who research and practice the use of ICT in higher education.

The criteria are open and free of charge. The purpose is to give individuals and institutions, mainly in higher education, a tool for self-assessment of online courses. The tool is applicable for both the courses being in use and ones being developed. Institutions and individuals who plan to implement e-learning may use the criteria as the quality guidelines pointing out the key elements of an online course which influent good education. It is assumed that educational goals of online course are achieved, if the course meets the criteria.
It should be mentioned that the criteria are not AAE accreditation standards. It means that they are not the tool, which AAE uses for external quality assessment of the online course.

AAE criteria are designed for a single online course, which is the subject of the assessment. Online means here a 100% distance education via internet. Therefore the criteria are not applicable for courses realized in a blended model and situations where e-learning only supports face to face courses. However for given above forms of education the AAE criteria may be used as guidelines for preparation and realization of their e-learning components.
The criteria are also not applicable for the complex assessment of e-learning programs and trainings which consist of more than one course. In such cases they may only be applied for consideration of each online course included. AAE recommends this approach as such assessment will contribute to equal and high quality of the whole program or training.

The criteria have the form of questionnaire with questions to which an answer 'yes' (criterion is met) or 'no' (criterion is not met) may be given. In the case when given criterion does not apply to the specific course the answer 'does not concern' is also accepted. In the current release of the AAE criteria all questions are equivalent. Also no minimum number of 'yes' answers is defined for the course to be considered as good quality one. It is assumed that each question points out important element of the course which influences its quality. The one who makes self-assessment using the AAE criteria may decide about the hierarchy of the criteria importance and the minimal number of them to be met in the specific course.

With the AAE criteria the assessment is made in four areas:
  • course development,
  • course organization,
  • course realization,
  • course evaluation.
In the first three of them: didactic, technological and accessibility aspects are considered and the criteria are further on grouped in the categories. In evaluation area, because of its specifics, no internal classification is applied. In each area the questions are prefaced with short introduction which characterizes the criteria included in it.
